Parliament has censured state minister for Lands Ms. Persis Namuganza. Parliament passed the motion to censure minister Namuganza over misconduct and contempt of parliament on Monday.
348 MPs voted in favor of the motion, 5 against while 3 abstained. Presiding officer -Thomas Tayebwa said he would inform the president of the censure within 24hours as stipulated by Rule 109(13) of the Rules of procedure.
On January 6th, the parliament selected a committee to investigate Namuganza’s alleged misconduct, chaired by Mwine Mpaka, Mbarara south MP.
The select committee after looking at the pieces of evidence confirmed that Namuganza breached the standards of behavior and conduct expected of a minister and member of Parliament as by Rule 85 of parliament’s rules of procedure.
“The committee prays that this report be adopted by the House under Rule lO9 (9) (b) of the Rules of Procedure of Parliament in the proceedings of censure against Hon. Persis Namuganza Princess from the Office of the Minister of State for Housing and Urban Development (Housing),” he concluded.
Namuganza was absent during the parliament sitting both in parliament and online. This is a breach of Rule 109 of the Rules of procedure that the accused has to be present to defend themselves. The members of parliament present had no kind words for Namuganza as many called her, “disrespectful”.
It will be remembered that this motion to censure Namuganza, state minister for lands was first moved by Agago North MP – John Amos Okot.
