
AIGP (Rtd) Asan Kasingye is no stranger to the Ugandan public. He is a distinguished officer who rose to the rank of Assistant Inspector General of Police. Kasingye has served in multiple key capacities within the Uganda Police Force (UPF) as Political Commissar, Police Spokesperson, and even Head of Interpol Uganda. Today, he continues to influence public life as SC Villa’s spokesperson and managing director of Tayari Security Company.
Reflecting on his journey, Kasingye reveals that his path was divinely aligned:
“I have never searched from office to office for a job in my life. After graduating from Makerere University, I joined the police force, and I remained there for my entire career until I retired,” he says.
His years in the police were marked by honesty and service, qualities that sometimes came at a personal cost.
“I was honest and straightforward in my work, and I saw many people laughing at me for leaving the police without a building in Kampala. However, I thank God that I have peace,” he adds.

Clarifying public misconceptions, Kasingye notes that he officially retired in 2009, though he continued to serve on contract until 2022.
“I wasn’t fired from the Uganda Police Force. Most people think I retired in 2022, but I retired in 2009 and all the following years I was in the police I was just on contract. The day you sign a job contract is the day you should consider retirement or exit strategies.”
Among his proudest contributions is community policing an initiative he believes transformed policing in Uganda.
“I proudly claim to have pioneered community policing in Uganda. It emphasizes building trust and cooperation between law enforcement and the community, promoting collaborative problem-solving and crime prevention.”
He further underscores the importance of preventive policing as a foundation for national progress:
“The more crime-free a country is, the more developed it is. Prevention must always take precedence over investigation.”

During his tenure, Kasingye registered notable achievements, including the recovery and repatriation of 21 stolen motor vehicles. Beyond statistics, he attributes his growth and transformation to his years of service:
“My life really changed, and I am what I am today because of my time in the police.”
Despite challenges within the force, Kasingye still holds Ugandan officers in high regard:
“We have the most patriotic police officers in the world. Despite the challenges they face, they are always on duty, even though some individuals join the police to fulfill their own intentions.”
With retirement behind him, Kasingye continues to receive calls from different quarters urging him to contest for a parliamentary seat in the upcoming 2026 elections. While he has not made his decision public, his track record in leadership, law enforcement, and community engagement has already sparked public interest in what could be his next chapter.
