It is through our ideology of working closely with wananchi, as consistently emphasised by the President and Commander-in-Chief, that we achieve lasting results<\/em>,\u201d Brig Gen Kibuye said.<\/p>\n\n\n\n<p>Representing the Division Commander, the Deputy Commander of the 3 Infantry Division, Brig Gen Allan Kyangungu, commended CIMIC for organizing the engagement, noting that progress under Operation <em>Usalama Kwa Wote<\/em> has been largely driven by strong cooperation between security forces and local communities.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"574\" src=\"https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-1024x574.jpeg\" alt=\"\" class=\"wp-image-880\" srcset=\"https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-1024x574.jpeg 1024w, https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-300x168.jpeg 300w, https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-768x431.jpeg 768w, https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-1536x862.jpeg 1536w, https:\/\/gugudde.com\/blog\/wp-content\/uploads\/2026\/04\/Dep-comd-Brig-Allan.jpg-1-2048x1149.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>\u201c<em>Your presence reaffirms your commitment to peace in the region. It is rare for militaries to sit with civil leaders to openly discuss matters of security<\/em>,\u201d he noted.<\/p>\n\n\n\n<p>Brig Gen Kyangungu further reaffirmed the Division\u2019s commitment to the full pacification of Karamoja and the prevention of any relapse into insecurity, which has historically hindered development in the region. He observed that the growing economic activity across Karamoja is a clear indicator of sustained peace and stability.<\/p>\n\n\n\n<p>The seminar has attracted a wide range of participants, including brigade commanders, Resident District Commissioners (RDCs), LC V chairpersons, District Internal Security Officers (DISOs), as well as representatives of youth, women, and elders from all nine districts of the Karamoja sub-region.<\/p>\n\n\n\n<p>The engagement is expected to produce actionable recommendations to further consolidate peace and support long-term development in the
