On Friday 10, February the opposition MPs moved a motion to censure the security minister Jim Muhwezi. The motion was moved in headship of Hon. Mathias Mpuuga, leader of opposition.
Opposition claimed that the security minister was failing at his job and was responsible for the increased cases of torture of incarcerated victims, kidnappings, and detention without trial.
With the 10 working days given by parliament rules of procedure, the opposition had to get at least 176 signatures to successfully censure security minister. Of the 529 members of the 11th parliament, 336 are of the NRM , 109 opposition and the rest are Independent.
By deadline date as per the rules of procedure given by parliament, the Opposition had only collected 88 signatures out of the expected 176 making the censure a big collapse.
Noting that non of the members of the NRM party penned their signatures to censure a fellow party member.
Honorable Muhwezi described the move of singling him out for what is happening as a mistake as security has many layers to it.
